The police authorities has identified the rogue army officer, Captain Tijani Balarabe. Capt Balarabe allegedly instructed his men to rescue the Taraba billionaire Kidnapper, Alhaji Hamisu Bala Wadume after killing 3 Nigerian Elite Police.
